The United Kingdom and the United States have signed a major commercial pact that will guarantee no duties on UK drug products going into the US market.

The Terms of the Deal

As part of the deal, the UK has pledged to boost expenditure on pharmaceuticals through the National Health Service (NHS). This pledge secures that import taxes on these vital products will stay at zero for a period of the next three years.

This development is in response to earlier threats to dramatically increase tariffs on branded drug imports, with increases floated up to 100%.

"This deal between the UK bolsters the international landscape for new treatments and introduces much-needed balance to U.S.–U.K. pharmaceutical trade," a statement declared.

Commercial Importance

Medicines are one of the Britain's biggest export categories to the United States, which is clearly the primary market for large companies like GSK and AstraZeneca.

Export figures reveal that in the one-year period to the end of the third quarter, the UK shipped pharmaceutical products valued at billions to the US. This amount represented a significant portion of total UK exports in that timeframe.

"This guarantee protects employment, increases capital expenditure and paves the way for the UK to establish itself as a global hub for medical research," a government official stated.

Key UK Commitments

The agreement involves several key commitments from the UK:

  • Higher Cost Ceiling: The UK will lift the cost ceiling at which it deems new treatments to be too expensive by 25%.
  • Higher Drug Budget: There is a target to double overall public funding on medicines from 0.3% of GDP to 0.6% over the following ten-year period.
  • Rebate Cap: The percentage pharmaceutical firms must pay back to the NHS to stay within budget will be capped at fifteen percent. Previously, rebates were more than twenty percent.

Broader Context

This agreement takes place against a long-running row between the pharmaceutical industry and the UK government over spending levels and NHS adoption.

These tensions were exacerbated by arguments that American consumers were charged a premium for the equivalent treatments than people in the UK and Europe.

In recent months, several significant drug company projects in the UK have been delayed or abandoned, while major expansions have been pledged toward US facilities.

One official stated that the NHS had to invest a greater share on treatments, noting that its budget allocation on drugs had declined as a proportion of its overall budget over the last ten years.
